Cohere is negotiating a funding round of between $2 billion and $3 billion that would value the Toronto-based AI company at $20 billion, according to a September 11 report from Investing.com, citing The Globe and Mail.

The financing has not closed, and its amount, valuation and timing could change. Two sources cited in the report said the deal could be completed as early as the week of September 14, although a delay remains possible.

A potential record for a Canadian startup

If completed on the reported terms, the transaction would be the largest funding round on record for a privately held Canadian startup. It would also place Cohere among Canada’s most valuable technology companies by implied private-market valuation.

The proposed round includes participation from the Canadian government and existing investors, according to the report, which cites four people familiar with the discussions. Germany’s government is also in talks to participate. Private investors are expected to provide most of the capital, but the identities of those investors have not been disclosed.

Cohere shared its fundraising target and proposed valuation during a call with investors in August, one source told The Globe and Mail. The company has not announced a completed Series E round.

Cohere confirms investor interest but not the deal

Asked about the funding discussions, Cohere told PYMNTS in an emailed statement: “We don’t comment on speculation but can confirm that Cohere has seen strong inbound interest from investors as part of our Series E process. The level of engagement reflects broad confidence in our strategy, product momentum and global demand for sovereign AI. We’ll share full details once the process formally concludes.”

The statement confirms that Cohere is conducting a Series E process but does not confirm the reported $2 billion-to-$3 billion amount or the $20 billion valuation. The company’s wording also leaves open whether the eventual transaction will include the governments and investors named in the report.

From a $6.8 billion valuation to a proposed $20 billion

Cohere last announced a major financing in August 2025, when it raised $500 million at a $6.8 billion valuation, according to the company’s funding announcement. In September 2025, Cohere disclosed an additional $100 million second close, bringing the company’s valuation to approximately $7 billion, according to its company blog.

The proposed valuation would represent a sharp increase from those 2025 financings. It would also give Cohere substantially more capital to develop models, expand infrastructure and sell enterprise AI products to organizations that require control over where their data and systems operate.

Sovereign AI is central to the financing pitch

Cohere has increasingly positioned its business around enterprise and government customers with strict data and deployment requirements. In April, the company announced a planned combination with Germany’s Aleph Alpha and said the companies of Schwarz Group intended to provide $600 million in structured financing as lead investor for the upcoming Series E.

In its announcement, Cohere said the combined effort would focus on customized AI for public-sector, financial, defense, energy, manufacturing, telecommunications and healthcare customers. The company described the partnership as a Canada-Germany effort designed to give organizations an alternative to relying on a single AI provider or infrastructure stack.

CEO Aidan Gomez is scheduled to appear at the Canada Investment Summit and the Milken Institute Global Dialogues symposium in Toronto, as well as the All In AI event in Montreal, during the week when the funding could potentially close. Those appearances do not establish that a transaction will be announced at any of the events.

For now, the confirmed fact is narrower: Cohere is seeking investors for a Series E and says it has received strong inbound interest. The size, valuation, government participation and closing date remain subject to final negotiations.
