Report outlines Genesis Mission’s science goal

A July 2026 report to President Donald Trump lays out the Genesis Mission as part of a broader effort to change how the federal government supports and organizes scientific research. The report, written by Michael Kratsios, director of the White House Office of Science and Technology Policy, says the mission is intended to connect computing resources, artificial intelligence systems, scientific instruments and datasets to support research.

The report describes an objective of doubling the productivity and impact of American science and engineering within a decade. It presents that target as a goal for the mission, not as a measured result. The proposed American Science and Security Platform would link supercomputers and other computing resources with AI systems, research instruments and scientific data.

“The Genesis Mission is the next chapter in that tradition, a national effort to harness AI for scientific discovery at a scale no other nation can match.”

Michael Kratsios, director of the White House Office of Science and Technology Policy and author of the report, writes.

DOE laboratories and national research challenges

The report points to the Department of Energy’s 17 national laboratories as a central base of scientific infrastructure for the initiative. It says the laboratories employ roughly 40,000 scientists, engineers and technical staff and receive about $20 billion in annual funding. Their facilities include supercomputers and experimental infrastructure in fields such as materials science, fusion energy and nuclear security.

Under the executive order establishing the mission, the Energy Department was directed to identify at least 20 science and technology challenges of national importance. The order lists advanced manufacturing, biotechnology, critical materials, nuclear fission and fusion energy, quantum information science, and semiconductors and microelectronics among the fields to be covered. The report says the challenges are to be reviewed annually.

The report says AI is not suited to every research problem. It identifies large search spaces, substantial structured data and clear ways to measure progress as characteristics that may make a problem a stronger candidate for AI-assisted research. Protein structure prediction is offered as an example: researchers had extensive crystallographic data and benchmarks for assessing progress.

Data access and implementation needs

Beyond computing, the report identifies scientific data as a key requirement. It says valuable federal datasets can be inaccessible, uncurated or subject to restrictive licensing. One proposed response is the American Science Cloud, described as infrastructure for national laboratories to curate and distribute DOE scientific data for broader research use.

The report also discusses the need for AI-ready datasets and tools that support experimentation. It says the mission’s potential depends on addressing questions about which problems to select, institutional capacity, data infrastructure and the tools needed to conduct experiments. The document frames the mission as a federal effort to build capacity and coordinate research, while describing the decade-long productivity target as an aim rather than an outcome already achieved.

President Trump’s November 24, 2025, executive order established the Genesis Mission and assigned the Energy Department responsibility for implementing it. The order calls for an integrated platform with high-performance computing, AI models and analysis tools, scientific datasets, and experimental and production tools. It also says implementation is subject to applicable law and available appropriations.
