Huawei Cloud Expands Agentic AI Infrastructure Beyond China

More than 3,500 customers have used Huawei Cloud's Agentic Infra, the company says, as it announces a global launch for its latest AI Cluster Service and expands its enterprise agent software beyond China.
Huawei Cloud made the announcement on September 18 at HUAWEI CONNECT 2026 in Shanghai. The program brings together cloud infrastructure, model access, memory systems, agent development tools, and industry-specific applications under what Huawei calls an open agentic cloud.
The headline product is the latest AI Cluster Service, or AICS. Huawei says the service is designed for AI workloads that require repeated coordination among compute, memory, storage, scheduling, and software agents rather than one-off model inference.
Huawei's announcement says AICS will become commercially available in China on September 30, 2026, and in markets outside China on November 30, 2026. The company describes the product as globally launched now, but the commercial dates indicate that customer access will roll out in stages.
AICS Targets Longer Training Runs and Faster Recovery
Huawei says the latest AICS uses a five-level recovery system with full-chain observability. The company claims it can support more than 40 days of stable cloud training and recover from faults within 10 minutes.
Coordinated changes to scheduling, cache management, and algorithms are said to deliver 20% higher token throughput than Huawei Cloud's previous generation of compute service. Huawei does not provide an independent benchmark or disclose the workloads used to calculate that comparison in the announcement.
The infrastructure release also includes Context Memory Storage, or CMS, aimed at agents that maintain information over long tasks. Huawei says CMS provides petabyte-scale memory, twice the storage capacity of comparable products, and terabyte-scale reads at performance 50% higher than industry peers.
One-Click Access to Multiple Models
Huawei Cloud is also promoting Agentic Model as a Service, a platform that allows developers to call models from different providers without deploying each one themselves. The company says developers can invoke leading models through a single interface, while MiniMax demonstrated a multimodal model integrated with Huawei Cloud during the event.
The approach shifts part of the enterprise AI problem from selecting one model to coordinating several models, tools, and data services. Huawei's announcement does not identify every model provider available through the platform or publish pricing, latency figures, or independent evaluations.
AgentArts Adds Commercial and Open-Source Tracks
Huawei Cloud's enterprise agent platform combines AgentArts, its commercial offering, with openJiuwen, an open-source edition. The platform provides access to more than 5,000 general Model Context Protocol assets and over 1,000 industry-specific MCP assets, according to Huawei.
The company says the platform serves more than 100 customers, including Shenzhen Longgang District Government, China Southern Power Grid, Guangzhou Laboratory, the University of Science and Technology of China, Kingsoft Office, and KingMed Diagnostics. Kingsoft Office has integrated the platform with WPS 365 Document Center and WPS Comate to deploy office agents in finance and government settings.
AgentArts is scheduled to become commercially available outside China on December 30, 2026. Huawei says the openJiuwen community has exceeded 50,000 stars and 3.29 million downloads, while Chinasoft International, iSoftStone Group, and Beiming Software have launched commercial editions for partners.
Two New Zones Join Huawei's Industry AI Foundry
Huawei Cloud says its Industry AI Foundry now contains more than 1,000 industry assets and supports more than 1,000 deployed projects. Existing zones cover smart healthcare, embodied AI, AI for science, smart manufacturing, and smart finance.
The company added a Smart Government Zone and an AI Hardware Zone at HUAWEI CONNECT 2026. The government zone has 24 founding partners and covers administrative operations, public services, urban governance, and industry development.
The AI Hardware Zone includes 15 core partners and more than 20 device types, including AI glasses, AI toys, and AI recording cards. Huawei says the zone contains more than 10 scenario templates and over 110 scenario skills.
Huawei Cloud's announcement positions the new services as one connected stack: AICS supplies compute, CMS supplies long-duration memory, Agentic MaaS supplies model access, and AgentArts supplies tools for building and managing agents. The immediate test will be whether the promised infrastructure reliability and model flexibility translate into commercial availability outside China beginning November 30.
