Anthropic Unifies Claude Chat and Cowork for Enterprise

Anthropic removes the choice between chat and task execution

Anthropic announced on September 16 that Claude chat and Cowork are merging into one experience, eliminating the separate modes users previously selected before starting a task. The company’s pitch is convenience: users describe a goal, and Claude handles a quick response or proceeds into more involved work, such as producing a report or presentation. But the change also moves an important product decision—from the user choosing Cowork to Claude deciding when a conversation needs agentic tools.

“People used both, and told us the frustrating part was deciding where a task belonged,” Anthropic wrote in its announcement. The company said work started in one mode did not carry into the other, and that the unified conversation is meant to keep context, skills and connectors together. Cowork’s capabilities become available from any conversation rather than behind a separate entry point.

Enterprise admins control the transition—for now

Anthropic is rolling out the unified experience to Pro and Max subscribers first. Enterprise customers have a different path: administrators can enable the setting called “Chat and Cowork unified” in organization settings, and the current Enterprise guidance says it is off by default in existing organizations. Anthropic says the setting will turn on by default for eligible organizations on November 16, 2026, unless an administrator keeps it disabled. The company also said Enterprise administrators would receive at least 30 days’ notice before changes affect their organizations.

The switch is not available to Enterprise organizations using zero data retention, HIPAA-ready configuration or customer-managed encryption keys. Anthropic’s admin documentation says those customers must continue with separate chat and Cowork for now; it describes HIPAA support as expected after general availability and customer-managed encryption support as planned for a later release. That leaves some enterprise security configurations outside the initial unification.

One conversation, but agent work runs in the cloud

In the unified experience, a conversation starts as chat. When a request needs code execution or file work, Claude can continue in an isolated cloud sandbox managed by Anthropic, then return the work in the same conversation for review. The company says users can still link a computer through Claude Desktop for access to local folders, local MCP servers and applications, subject to organization policy.

Enterprise safeguards remain central to the rollout. The admin guide says the sandbox’s network access can be restricted, connector policies apply to each connector call, and administrators can disable modes that let Claude act without asking for approval. Manual approval is the default on Enterprise plans: Claude asks before taking actions, and the user decides whether to allow them. Administrators can also manage access by role and review unified usage in a separate reporting line.

The interface changes; governance still sits with the organization

Anthropic says conversation history, sharing, export, the Compliance API and organization data-retention settings continue to apply to the unified conversation. Administrators can test the experience with a pilot group before expanding access, and the company recommends reviewing network, connector, sharing and remote-control settings as part of that process. Moving Cowork into the main Claude conversation may remove a mode-selection step for employees, but it does not remove the organization’s control over access and approvals.

For eligible Enterprise customers, the immediate decision is whether to enable the feature before the scheduled default change. Organizations using the excluded data-retention, health-data or encryption configurations will remain on separate chat and Cowork until Anthropic adds support for those setups.
