FiscalNote was founded in 2013 by Tim Hwang, Gerald Yao, and Jonathan Chen and is headquartered in Washington, D.C. The company built machine-learning models that read proposed legislation and regulations, then summarize them, compare them to similar past bills, and track sponsors, committee movement, and voting history so government affairs teams don't have to monitor each statehouse or agency manually. It became a publicly traded company on Nasdaq (ticker: NOTE) in 2022 through a merger with a special-purpose acquisition company. FiscalNote grew in part through acquisitions, including CQ Roll Call and VoterVoice, layering legislative news and grassroots advocacy tools onto its core tracking product. In 2025 the company went through a leadership transition — co-founder Tim Hwang moved to Executive Chairman and Josh Resnik became CEO — followed in mid-2026 by the appointment of long-time board member Key Compton as President and CEO, alongside a workforce reduction of roughly 25% as part of a broader cost restructuring.
